Trevor Lemon offers a set of free miniature wargames rules called SCRAP ( Skirmish Combat Rules for Any Period). The rules are very complete—running to 35 pages—and are designed for 25mm - 28mm figures.

The Basic System RPG

For those of you who think you might like to try out a more role playing miniatures game, you could try out the free Basic System RPG at Dilly Green Beans. This system has a pretty good list of weapons and a lot of plug-ins for different genres.

Soldiers In Time

Ray Gaer offers Soldiers In Time, a set of free wargames rules for skirmish wargames in a crosstime universe. Ray writes:

The premise of this game was inspired by my reading of a few books by Harry Turtledove, Phillip J. Farmer, and Stephen Donaldson. This game was also inspired by William R. Forstchen’s excellent Lost Regiment Series in which people from throughout history struggled to survive in an alien world ruled by man eating monsters. I highly recommend this series. Forstchen’s battle reports throughout his books are amazing and inspirational.

I’ve tried to create a game that captures the brutality of Forstchen’s books and in the same breath creates the means where soldiers from throughout history can fight on the same battlefield. I’ve always wanted to have a company of WWII German soldiers fight hordes of barbarian soldiers or even Orcs. Historical miniature wargamers who are purists will find the concept of universal rules disturbing without looking at the game mechanics. The concept is out of the ordinary not what “historical gamers like”, but it’s bloody and damn good fun for the imagination and a great excuse to use all my painted figures.

Universal Combat System

From 3J Games, the Universal Combat System is a set of free wargames rules that is designed as:

an expandable miniatures battle system. The UCS is a system of combat rules meant for any number of players in an infinite amount of settings. The players determine what kind of universe their games will be set in, whether it’s classic fantasy or even modern warfare. The UCS provides the basic template for the game, and the players work out the details of what types of units will be involved in the campaigns. Players can adjust certain rules to fit the setting and units they have chosen for their games.

Kill Skill Rules

Kill Skill is a set of universal free wargames rules by Toby Slater. Toby writes:
This is the first in a hopefully long line of KillSkill games. This, and all those to follow have been designed to be quick, simple and bloody. This edition is ultimately the system behind the game, with future versions being add-ons to change or enhance the background. In the core system I have attemted to include a large number of weapons and troop types, all with their special effects and abilities, so this installment is in itself open to any background you may choose to set it in, some of these installments which do not necceserally change the background or setting but add more depth to the game or change the system to create almost a new game, can be found in the Appendices at he back of these rules. The title refers to the single attribute used in this game system: KillSkill. This is represented by a number between two and twelve, two being perhaps an young child and twelve, the ultimate prowess of mankind, a combat master. KillSkill, quite obviously, represents a persons abillity to kill another person, or thing.

Games Workshop's Warmaster has shown itself to be a remarkably versatile set of rules. There is a Yahoo Group that is dedicated to porting the basic rules over to a wide variety of historical periods. Even better, the group's files section has modifications for periods such as: The American Civil War, Dark Ages, Franco Prussian, Napoleonics, Renaissance and World War II.

GURPS Lite

Steve Jackson's GURPS (Generic Universal Role Playing System) is one of the grand old men of the role playing world. The game provides one of the most realistic, detailed gaming systems ever. Because the combat system is so good, I know of many miniature gamers who use it for skirmish games. Steve Jackson games has released a free "lite" version of the rules as a pdf download.

About the Miniature Wargaming Hobby

Miniature Wargaming is part of the "adventure games" hobby, which includes r ole p laying and board games. Wargamers recreate battles on the tabletop with toy soldiers, like a more complicated game of chess. Models range in height from 6mm to 28mm tall, with 15mm and 25mm being the most popular. There also is a growing interest in toy soldiers and military models, such as the 1/32 and 1/35 scale plastic soldiers from Conte, and Marx.

The most popular miniature wargames are fantasy and science fiction based, such as Warhammer, Warhammer 40K, Warmachine and The Lord of the Rings. World War II games such as Flames of War and Axis and Allies are new favorites. Other favorite historical periods include Napoleonics, the American Civil War, and ancients, such as Romans or Greeks. Other gamers enjoy miniature naval wargames, recreating battles like Trafalgar, Jutland and the Coral Sea.

Hobbyists research historical periods and paint their tiny soldiers in accurate uniforms. Others develop "historically realistic" rules sets or build scale battlefield terrain using model railroad techniques.

Some of the bigger hobby companies are Games Workshop, which produces Warhammer, Wargames Foundry and Old Glory Miniatures. Wizards of the Coast produces several lines of pre-painted miniatures games, such as the Star Wars and Dungeons and Dragons miniatures games, and a historical game with pre-painted miniatures: The new Axis and Allies game. Wizkids produces a fantasy collectable miniatures game, such as the Mage Knight and Heroclick fantasy games, the science fiction games MechWarrior and Rocketmen, as well as the quasi-historical Pirates of the Spanish Main.
